SUMMARY AND KEY OUTCOMES China–Europe Track II Dialogue on the Impact of Artificial Intelligence on International Security

From 2024 to 2025, the Center for International Security and Strategy (CISS) at Tsinghua University and the Centre for Humanitarian Dialogue co-hosted a series of four dialogues between Chinese and European experts on the potential risks arising from the development of artificial intelligence technologies and their impact on international security. The dialogues sustained in-depth discussions and academic exchanges with a wide range of experts and scholars, including representatives from think tanks, international organizations, technology companies, and academic institutions.

A strong China is the best hope for the ‘long peace’ to endure

The “long peace” is a term coined by Yale professor and Cold War historian John Lewis Gaddis in his 1987 book The Long Peace: Inquiries into the History of the Cold War. It refers to the fact that, from the end of World War II in 1945 into the 1980s, more than 40 years passed without a third world war between the United States and Soviet Union. For centuries before 1945, great powers fought destructive general wars such as the Napoleonic Wars, World War I and World War II roughly once every generation.

Sixteen early-career scholars and policy researchers from multiple countries gathered for a series of negotiation exercises, policy discussions, and exchanges on topics including arms control, strategic stability, and artificial intelligence governance. Recently, U.S. President Donald Trump paid a state visit to China at the invitation of the Chinese side, attracting widespread attention from domestic and international media. Experts and scholars from the Center for International Security and Strategy (CISS) at Tsinghua University, including Da Wei, Zhou Bo, Sun Chenghao, Wen Jing, and China Forum experts Gong Jiong and Zhao Minghao, gave interviews to numerous major Chinese and international media outlets. CISS Youth

CISS Youth, a special project led by the Center for International Security and Strategy (CISS), is dedicated to research exchanges among young students and professionals in the field of international studies. Its members independently organize it through lectures, seminars, roundtables, and large-scale annual forums. CISS Youth aims to cultivate young students and scholars with a global and strategic vision who will emerge as active participants in the international arena. This project also serves as a referral and funding source for outstanding members to observe and speak at international forums as the voice of China, sharing its stories.

Established by the Center for International Security and Strategy (CISS) in collaboration with the Center for Global Competence Development at Tsinghua University, the Tsinghua University Student Association of China–U.S. People-to-People Exchange aims to promote mutual understanding and people-to-people exchanges between Chinese and American youth from a student perspective. The association encourages students to better understand China–U.S. relations through dialogue, discussion, and practical exchange activities, while providing opportunities for those with limited prior knowledge or interest in the bilateral relationship to engage with issues related to China–U.S. relations in an open and inclusive environment.
