Hu Bo | From Pursuing Maritime Primacy to Accepting Maritime Balance: The Reconstruction of U.S. Maritime Strategy in an Era of Maritime Multipolarity

海洋始终是美国全球战略体系的重要支撑。第二次世界大战结束以来，美国长期依托压倒性的海上力量优势维系其全球领导地位，并将控制海洋视为国家安全战略和大战略的前提。然而，随着美国全球海上格局逆转、海上力量对比巨变和美国国内政治极化，美国维持传统海上优势的成本与难度显著上升，海上战略理念与力量运用方式正在发生重要变化。为此，美国通过向盟友转嫁成本，强化水下与无人体系、振兴海洋基础设施及制造业等方式，试图在全球重点海域维系对美国有利的力量平衡。
清华大学战略与安全研究中心特约专家、中国论坛特约专家，北京大学国际关系学院研究员、“南海战略态势感知计划”主任胡波在《外交评论》撰文，考察美国海上战略由追求绝对优势向接受海上均势与战略拒止转变的过程，分析推动这一调整的结构性因素及其战略逻辑。从长周期来看，这一转变有利于缓解其与中国等大国的地缘政治矛盾，促进世界和平与稳定，但短期来看，可能会加剧热点海域的局势动荡。

Yu Xiang: China's Energy Security Resilience Amid Turbulence in the Middle East

CISS StratFocus Session 28: China-U.S. Relations After the Leaders' Summit

On May 29, 2026, the Center for International Security and Strategy (CISS), Tsinghua University, hosted the 28th CISS StratFocus, titled "China-U.S. Relations After the Leaders' Summit." The forum was moderated by Sun Chenghao, Fellow at CISS. Sun Bingyan, Assistant Professor in the Department of International Politics at the School of International Studies, Renmin University of China, delivered the keynote presentation. CISS Youth, a special project led by the Center for International Security and Strategy (CISS), is dedicated to research exchanges among young students and professionals in the field of international studies. Its members independently organize it through lectures, seminars, roundtables, and large-scale annual forums. CISS Youth aims to cultivate young students and scholars with a global and strategic vision who will emerge as active participants in the international arena.
