CISS Holds Online “China–Kyrgyzstan International Dialogue on Artificial Intelligence Cooperation”

On January 27, 2026, the Center for International Security and Strategy (CISS) at Tsinghua University successfully held an online conference titled the “China–Kyrgyzstan International Dialogue on Artificial Intelligence Cooperation.” The dialogue, themed “Central Asian AI: Sustainable Cooperation between China and Kyrgyzstan in Artificial Intelligence,” brought together experts, scholars, corporate representatives, and young researchers from both countries to discuss topics such as the development pathways of artificial intelligence in Central Asia, technological cooperation, and talent cultivation.

The dialogue consisted of three sessions and was moderated by Song Bo, Fellow at CISS.

In the first session, Chinese representatives delivered remarks. Liang Zheng, Professor at the School of Public Policy and Management at Tsinghua University and Deputy Director of the Institute for AI International Governance, introduced the school' s research and practical work in AI governance and international cooperation. Zhang Ding, Manager at Zhongguancun Science City Innovation Development Co., Ltd., shared Zhongguancun' s experience in promoting innovation in the AI industry and building an AI ecosystem. Sheng Shuyang, Assistant Research Fellow at the Institute for AI International Governance at Tsinghua University, and Zeng Xiong, Assistant Professor at the University of Science and Technology Beijing, respectively presented their perspectives on AI policy, ethics, and technology transfer.

The second session featured remarks from Kyrgyz representatives. Igor Chemerkin, founder of the Oloio AI Club in Kyrgyzstan; Oleg Puzanov, CEO of MadDevs; Murat Jumashev, large language model specialist at MBANK; Aizharkyn Kozhobekova, Vice President for Research at Ala-Too International University; and Medet Tyulegenov, Director of the Silk Road Center at Ala-Too International University, introduced the current state of development and cooperation interests in Kyrgyzstan' s AI sector, covering areas such as corporate innovation, technological development, academic research, and higher education.

The third session was dedicated to a thematic discussion. Participants engaged in in-depth exchanges on topics including “Challenges and Strategic Planning for AI Development in Central Asia,” “Localization of Chinese AI Technologies in Central Asia,” and “Cross-Border AI Talent Development and Knowledge-Sharing Mechanisms.” The guests also discussed ways in which China and Kyrgyzstan could deepen sustainable cooperation in the field of artificial intelligence. Scholars attending the meeting agreed that the dialogue helped enhance mutual understanding and build consensus on cooperation.

In closing, Song Bo, Fellow at CISS, expressed his gratitude to the participating experts and expressed hope for maintaining close communication and further deepening collaboration. Centered on the practical needs and cooperation pathways for AI development in Central Asia, the dialogue looked forward to continued exchanges between China and Kyrgyzstan and to jointly contributing ideas and expertise to regional digital governance and pragmatic development.
