The Strategy and Policy Consultation Department is committed to reasonably, timely and accurately interpreting the relevant achievements of the research activities and academic exchanges of CISS into the achievements of think tanks assisting administration and intelligence that meet the needs of relevant departments. The Department will be responsible for regularly publishing and distributing think tank reports ,as well as editing and reviewing special think tank reports.

The research achivements issued by the Department will be divided into internal and external ones. The internal ones focus on effective policy consultation, releasing regular reports, special reports on major issues, and advisory opinions on major strategic decisions in the form of confidential references, will be mainly submitted to the Central Committee of CPC, the State Council, the National People’s Congress and other national policy-making departments. While the external ones focus on effective influence on public opinions, which will be timely open to the public in the form of critical and analytical public reports through regular publications, videos and online platforms.

Assisted by the Think Tank Research Center of Tsinghua University, the Department will establish a regular exchange mechanism with the General Office of the CPC Central Committee, the General Office of the State Council, the Foreign Affairs Commission of the CPC Central Committee, the Politics and Law Commission of the CPC Central Committee, the National Security Commission of the CPC Central Committee, the Office of Maritime Rights and Interests Leading Group of the CPC Central Committee, the Ministry of Foreign Affairs, the Ministry of Public Security, the Ministry of Commerce, the Chinese Academy of Social Sciences and other authorities, so as to timely and accurately satisfy the relevant governance-consulting needs of the central government and assess the work of the think tank.
