Digital Education Monograph Co-authored by CISS Experts Adopted as Official Teaching Material by Russian and International Universities

As Russian President Vladimir Putin pays a state visit to China, the digital education monograph Information and Communication Technologies for Global Peace («Информационно-коммуникационные технологии для глобального мира»), co-authored by experts from the Center for International Security and Strategy (CISS) at Tsinghua University, has been adopted as teaching material by multiple Russian universities and is beginning to exert significant influence in the field of international education.

From 2023 to 2024, under the leadership of Andrey Krutskikh—then Special Representative of the President of the Russian Federation for International Cooperation on Information Security (2014–2023), Director of the International Information Security and Technology Center at MGIMO University, and Professor at MGIMO—more than twenty Chinese and Russian experts in international relations, science and technology policy, and international economics jointly compiled and published the academic monograph Information and Communication Technologies for Global Peace. Drawing on their respective areas of expertise, the contributors examined the impact and future trends of digital technological advancement on the international system, the global economy, and national security.

The volume was edited by Olga Melnikova, formerly a researcher at the International Information Security and Technology Center of MGIMO University and currently Director at the Department of International Information Security of the Ministry of Foreign Affairs of the Russian Federation. She coordinated contributions from the Russian side. Chinese contributions were organized by Liang Zheng, Vice Dean of the Institute for AI International Governance at Tsinghua University. Song Bo, Fellow at CISS, coordinated communication between the Chinese and Russian teams, assisted in organizing the Chinese contributors, and co-authored the section on China's international digital cooperation and governance. Chinese scholars primarily introduced China's governance concepts and external cooperation models in the digital technology field, while clarifying China's relevant policy positions.

Published in 2024, the book quickly became an important achievement in educational cooperation marking the 75th anniversary of diplomatic relations between China and Russia. It was also recognized as a major outcome of the “Decade of Science and Technology in Russia” initiative announced by President Vladimir Putin.

As the first interdisciplinary publication in international relations and technology policy jointly compiled by Chinese and Russian scholars in Russia, the book has gained wide recognition for its comprehensive analysis of the impact of digital technology development on international relations and the global economy. It has since been adopted as teaching material and an important academic reference by universities in Russia and other countries.

According to the latest update from the Russian editorial team, the book has now been widely distributed across Russia, member states of the Commonwealth of Independent States (CIS), and BRICS countries. It has been officially adopted as a textbook by institutions including MGIMO University, the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, the Russian Presidential Academy of National Economy and Public Administration, the Financial University under the Government of the Russian Federation, the Russian State Social University, and the Saint Petersburg State University of Economics, as well as multiple universities across member states of the CIS, the Shanghai Cooperation Organization, and BRICS. The book has been successfully integrated into several academic courses and has received broad praise from faculty and students in Russia and other countries.

Over the past two years, the publication and use of this book has become an important example of successful China-Russia cooperation in the field of education.
