On the afternoon of January 13, a delegation from the Royal United Services Institute (RUSI) visited the Center for International Security and Strategy (CISS) at Tsinghua University. The discussion was chaired by Xiao Qian, Deputy Director of CISS. The two sides held an in-depth exchange on key issues at the intersection of artificial intelligence and cybersecurity, with a particular focus on the lawful and malicious uses of AI, as well as its applications in the private sector. Both sides also explored constructive avenues for cooperation in the AI–cybersecurity nexus and agreed that there is significant potential for collaboration in areas such as policy dialogue, academic research, and normative discussions.

Members of the RUSI delegation included Madeline Carr, Professor of Global Politics and Cybersecurity in the Department of Computer Science at University College London; Ffion Flockhart, Co-Head of Global Cybersecurity at Aon’s Sherman Law Group; Vasileios Karagiannopoulos, Associate Professor of Cybercrime and Cybersecurity at the University of Portsmouth; Manja Nikolovska, Research Assistant at the Dawes Centre for Future Crime at University College London and Visiting Lecturer at NYU Shanghai; Craig Jones, Senior Research Fellow at RUSI; Raffaello Pantucci, Senior Research Fellow at RUSI; and Joseph Jarnecki, Research Fellow at RUSI.

Participants from the Chinese side included Xu Weidi, former Research Fellow at the Institute for Strategic Studies of the National Defense University and retired Senior Colonel of the PLA Army; Zhang Ling, former Associate Professor at the School of National Security Studies of the National Defense University and retired Senior Colonel of the PLA Army; Li Qiang, Director and Associate Professor of the Institute of Military Law at China University of Political Science and Law; Sun Chenghao, Associate Research Fellow at CISS; and Zheng Lefeng, PhD Researcher at CISS.
