China Forum Hosted the 8th Dialogue of the Wise Themed Nuclear Risk Management Amid Major Power Competition

On February 24, Tsinghua University's Center for International Security and Strategy (CISS) successfully held the eighth installment of its "China Forum: Dialogue of the Wise" series, focusing on "Nuclear Risk Management Amid Major Power Competition." Experts discussed defense technology development, global nuclear strategy adjustments, and U.S.-China relations, sharing insights on emerging challenges.

Attendees included Fiona Cunningham, visiting scholar at CISS and University of Pennsylvania professor, alongside Chinese military scholars Zhou Bo, Lu Yin, and Wu Riqiang. Moderated by CISS Director Da Wei, the dialogue highlighted how conflicts in Ukraine and Gaza have intensified geopolitical tensions and accelerated military strategy reforms worldwide. Participants noted that competition in AI, cybersecurity, and space technology is driving increased defense R&D investments.

Experts emphasized that nuclear risk management and global governance remain critical for stability, urging major powers to adopt prudent nuclear strategies. They specifically called on the U.S. and China to reaffirm their "no first use" nuclear policy to prevent escalation. As part of CISS's mission to facilitate international policy understanding, the forum series will continue addressing pressing global issues through expert-led dialogues.
