New York, September 25, 2025 — At the invitation of the Minderoo Foundation, members of the CISS Project on Artificial Intelligence and International Security took part in the “Roundtable on Artificial Intelligence in Military” during the UN High-Level Week in New York. The event brought together scholars from leading institutions and think tanks—including Tsinghua University, Peking University, China University of Political Science and Law, the Brookings Institution, the United Nations Institute for Disarmament Research, the Carnegie Endowment for International Peace, and New America—as well as government representatives from the United States, the United Kingdom, Kenya, Denmark, and other countries.
The event was moderated by Ryan Hass, Director of the John L. Thornton China Center at the Brookings Institution. Opening remarks were delivered by Dr Andrew Forrest, Founder of the Minderoo Foundation and Executive Chair of Fortescue Metals Group; John Kerry,former U.S. Secretary of State; Xiao Qian, Deputy Director of CISS, Tsinghua University; and Suzanne Maloney, Vice President of Brookings.
In the keynote session, Xiao Qian and David Edelman, Director of the Project on Technology, the Economy, and National Security at the Massachusetts Institute of Technology, provided an introduction on the progress, achievements, and next steps of the China-U.S. Track II Dialogue on Artificial Intelligence and International Security. In subsequent discussions, China-US Track II dialogue members engaged participants in in-depth exchanges on topics such as China-U.S. cooperation in artificial intelligence, the military applications of AI, and approaches to risk management.
During the stay in New York, Xiao Qian was also invited to speak at the AI Safety Connect UNGA 2025 seminar at the UN Headquarters. In the session hosted by the AI Safety Institute, she introduced latest development of China AI Safety and Development Association (CNAISDA) . In addition, the CISS delegation held visits and dialogues with prominent academic and policy institutions, including New York University School of Law, the Asia Society, The Financial Times, the Harvard-Yenching Institute, and the Harvard Kennedy School. Discussions covered a wide range of issues related to AI governance and the future of China-U.S. relations.
