Introduction to the AI and International Security Program at the Center for International Security and Strategy (CISS), Tsinghua University
The Center for International Security and Strategy (CISS) of Tsinghua University was established on 7 November 2018. As a university-based think tank, it focuses on research within the fields of international strategy and security. Since 2019, CISS has focused on the cutting-edge developments in artificial intelligence technology and international security governance issues, establishing a dedicated expert group for its Artificial Intelligence Project to advance research on AI and international security.

On July 1, 2026, the Seminar on Artificial Intelligence and International Security: Risk Management and Governance of Military Artificial Intelligence was held at Mingli Building, Tsinghua University. Experts and scholars from Tsinghua University, the China Institutes of Contemporary International Relations (CICIR), Tongji University, the Academy of Military Sciences, China University of Political Science and Law, the United Nations Institute for Disarmament Research (UNIDIR), and other universities and research institutions attended the seminar.
On May 18, 2026, the Center for International Security and Strategy (CISS) at Tsinghua University hosted the 99th session of its Strategic and Security Forum, titled “Frontier AI Risks and Governance: Space for China-U.S. Cooperation.” The seminar was moderated by Xiao Qian, Deputy Director of CISS, and brought together more than ten experts and scholars from institutions including Tsinghua University, the National Defense University of the People's Liberation Army, Beijing Normal University, Beijing University of Posts and Telecommunications, the China Academy of Information and Communications Technology, and the Overseas Policy Research Center of the Alibaba Research Institute.
From February 11 to 12, 2026, the Center for International Security and Strategy (CISS) of Tsinghua University and the Brookings Institution co-hosted the XIV Round of the "U.S.-China Dialogue on AI and International Security" in Munich, Germany. Over 40 members from both the Chinese and U.S. project teams attended the meeting to engage in discussions on key issues in the fields of artificial intelligence and international security.
On February 10, 2026, the Center for International Security and Strategy (CISS) of Tsinghua University and the Centre for Humanitarian Dialogue (HD) co-hosted the 5th round of the "China-Europe Dialogue on AI and International Security" in Munich, Germany. The meeting brought together over 20 experts and scholars from Chinese and European universities, research institutions, and think tanks to engage in in-depth discussions on the security risks posed by the misuse of advanced AI by non-state actors, as well as risk mitigation strategies at the national and international levels.
On January 14, 2026, the Center for International Security and Strategy (CISS) at Tsinghua University hosted the Forum on Artificial Intelligence and International Security. Nearly 30 experts and scholars from leading universities and research institutions—including Tsinghua University, the National Defense University, Peking University, the China Institutes of Contemporary International Relations (CICIR), Fudan University, Tongji University, and the Shanghai Academy of Social Sciences—participated in the forum. Discussions focused on four key themes: new transformations and trends in global security governance in the age of artificial intelligence; the militarization of AI and emerging security risks; AI diffusion and security threats posed by non-state actors; and international security governance rules for AI and China’s initiatives.
From December 4 to 5, 2025, the Seminar on the Responsible Use of Technology in Humanitarian Action was held in Beijing. The event was co-organized by the Center for International Security and Strategy (CISS), Tsinghua University, and the International Committee of the Red Cross (ICRC). More than 80 experts and scholars from China, the Netherlands, Switzerland, Sweden, Luxembourg, Russia, the Republic of Korea, and other countries participated in the discussions.
The 13th round of the China–U.S. Dialogue on Artificial Intelligence and International Security was successfully held in Dubai on November 15–16, 2025. CISS Director Da Wei and former U.S. Deputy Secretary of Defense Colin Kahl attended the event and delivered remarks. More than 30 members from both sides participated, engaging in in-depth exchanges on issues related to AI and international security.
On October 11, 2025, the Center for International Security and Strategy (CISS) at Tsinghua University successfully held the Symposium on Artificial Intelligence, Security, and Governance in Beijing. The event brought together more than thirty experts and scholars from China, Switzerland, Italy, Israel, the United Kingdom, Russia, South Africa, Indonesia, and Pakistan for in-depth discussions on four key themes: “Risks of Artificial Intelligence to International Peace and Security,” “Risk Reduction and Confidence-Building Measures,” “Applications and Implications of Artificial Intelligence in Armed Conflict,” and “Towards Responsible AI Governance.”
On September 16, 2025, the Center for International Security and Strategy (CISS) at Tsinghua University convened the 95th session of the Strategic and Security Seminar, titled “The Development and Challenges of Intelligent Unmanned Technology Applications.” The seminar was chaired by Xiao Qian, Deputy Director of CISS and Deputy Director of the Institute for AI International Governance.
On May 28, 2025, the Center for International Security and Strategy (CISS) at Tsinghua University held the 20th session of the CISS StratFocus Forum, themed “Observing Trends in U.S. Technology Strategy under Trump 2.0.” The keynote speaker was Dr. Tang Xinhua, Associate Research Fellow at the Institute of International Relations, Tsinghua University. Commentators included Dr. Jiang Tianjiao, Associate Professor at the Fudan Institute of Development Studies, and Mr. Gu Dengchen, Director of the Policy and Regulation Research Center at the Ali Research Institute. The forum was moderated by Dr. Xiao Qian, Deputy Director of CISS.
On February 13–14, 2025, the Center for International Security and Strategy (CISS) at Tsinghua University and the Brookings Institution jointly hosted U.S.-China Track II Dialogue Round XII on Artificial Intelligence and International Security in Munich, Germany. Former Vice Minister of Foreign Affairs Fu Ying and Brookings Institution President Cecilia Rouse attended and delivered speeches. Nearly 40 members from the Chinese and American project teams participated in discussions on topics related to artificial intelligence and international security.
On February 12, the Center for International Security and Strategy (CISS) at Tsinghua University and the Centre for Humanitarian Dialogue (HD) jointly hosted the fourth round of the The Fourth Round of the China-Europe Dialogue on Artificial Intelligence and International Security in Munich, Germany. The dialogue brought together more than 30 scholars from Chinese and European research institutes, universities, and think tanks for in-depth discussions on the application of AI technology in international security, its potential risks, and China-Europe cooperation in the AI field.
