On February 10, 2026, the Center for International Security and Strategy (CISS) of Tsinghua University and the Centre for Humanitarian Dialogue (HD) co-hosted the 5th round of the "China-Europe Dialogue on AI and International Security" in Munich, Germany. The meeting brought together over 20 experts and scholars from Chinese and European universities, research institutions, and think tanks to engage in in-depth discussions on the security risks posed by the misuse of advanced AI by non-state actors, as well as risk mitigation strategies at the national and international levels.




The second session addressed pathways for mitigating the risks of advanced AI misuse at both national and international levels. Scholars from both sides exchanged views on their respective policy documents and governance practices, specifically discussing technical tools, policy interventions, and regulatory measures adopted by governments, regulators, and enterprises. The session also evaluated the feasibility and effectiveness of various measures. Furthermore, experts analyzed existing international AI governance initiatives, identified specific risks of AI misuse by non-state actors, and mapped out international mitigation strategies. The discussion also covered the roles of different mechanisms, such as the United Nations and regional organizations, and explored conceptual frameworks for establishing AI incident monitoring and reporting mechanisms.

The meeting concluded with remarks by Chen Qi, Deputy Director of CISS, and Niu Qiyang. Both sides engaged in exchanges regarding China-Europe cooperation in AI governance, aiming to consolidate the outcomes of existing dialogues and expand consensus among Chinese and European scholars in the field of AI and international security.
