On July 3, 2026, the Center for International Security and Strategy (CISS), Tsinghua University, and the United Nations Institute for Disarmament Research (UNIDIR) held a signing ceremony for a Memorandum of Understanding (MoU) at the Main Building of Tsinghua University.
Yang Bin, Vice Chancellor of University Council and Professor at the School of Economics and Management, Tsinghua University, met with a delegation led by Dr. Robin Geiss, Director of UNIDIR, and witnessed the signing ceremony.
Yang Bin extended a warm welcome to the UNIDIR delegation. He reviewed Tsinghua University’s long-standing efforts in cultivating and contributing high-level professionals to international organizations, including the United Nations. He noted that the signing of the Memorandum of Understanding marks a new stage of institutionalized and regularized cooperation between the two sides.
Yang Bin expressed hope that, taking this agreement as an opportunity, the two sides would continue to deepen cooperation and advance joint research with a focus on issues including artificial intelligence and international security as well as global governance. He also introduced Tsinghua University’s distinctive industry-academia-research ecosystem empowered by artificial intelligence, noting that faculty members and students at Tsinghua have accumulated extensive practical experience in areas such as large language models, autonomous driving, AI-enabled scientific research, and AI applications in education, providing strong support for related research.
Dr. Robin Geiss stated that during his visit, he witnessed firsthand Tsinghua University’s AI innovation ecosystem featuring deep integration between industry, academia, and research. He noted that this model provides valuable insights for international cooperation.
He expressed his expectation that UNIDIR and Tsinghua University would jointly organize more thematic seminars in the future, support exchanges among students and scholars, and contribute to global capacity-building for AI governance. He also expressed hope that advanced capabilities from China’s industrial sector could be incorporated into global multilateral dialogues, generating policy research outcomes aligned with United Nations multilateral processes and helping bridge the global digital governance divide.
Professor Da Wei, Director of the Center for International Security and Strategy (CISS), Tsinghua University, reviewed the history of cooperation between the two sides. He stated that CISS has continuously advanced research in frontier areas including artificial intelligence and international security and has maintained close exchanges with UNIDIR on related issues.
He noted that the signing of the Memorandum of Understanding would further promote practical cooperation between the two institutions, establish a higher-level research platform, consolidate governance consensus, and contribute greater efforts to international peace and security.
Witnessed by representatives from both sides, Da Wei and Robin Geiss signed the Memorandum of Understanding on behalf of CISS and UNIDIR. The two sides will deepen cooperation in areas including international security, arms control and disarmament, and artificial intelligence governance, jointly contributing to efforts to address global security challenges and safeguard international peace and security.
