On June 30, 2026, Dr. Robin Geiss, Director of the United Nations Institute for Disarmament Research (UNIDIR), delivered a lecture titled “Artificial Intelligence at the Crossroads of Peace and Security: A Multilateral Vision” as part of the 273rd session of the Tsinghua Global Vision Lecture.

The event was jointly organized by the Office of International Affairs of Tsinghua University and the Center for International Security and Strategy (CISS), Tsinghua University. Nearly 100 faculty members and students from Tsinghua University and other institutions attended the lecture.

During the lecture, Dr. Robin Geiss examined the profound impact of artificial intelligence on warfare, strategic stability, and global security governance in the context of the current international security landscape. He noted that the rapid development of AI technologies has enhanced battlefield situational awareness, accelerated military decision-making, and promoted the development of autonomous weapons systems, while also introducing new challenges, including escalation risks caused by miscalculation, weakened nuclear deterrence stability, and gaps in governance frameworks.

Against the backdrop of rapid technological advancement and intensifying geopolitical competition, Dr. Geiss emphasized that countries should uphold multilateralism, strengthen international dialogue, improve global governance rules, promote coordinated governance between industry and governments, and incorporate international law and the principle of human control throughout the entire life cycle of artificial intelligence systems. Through these efforts, the international community can jointly build a global AI governance framework that balances innovation, security, and peace.

He also encouraged young students to actively engage in research on AI governance and contribute to the development of a multilateral security cooperation vision for the 21st century.

Following the lecture, Zhou Bo, Research Specialist at CISS and Special Expert of China Forum, presented Dr. Robin Geiss with a commemorative plaque from the Tsinghua Global Vision Lecture in appreciation of his insightful remarks.

During the interactive session, faculty members and students engaged in in-depth discussions with Dr. Robin Geiss on topics including AI governance frameworks amid great-power competition, algorithm accountability and verification mechanisms, pathways for disarmament, and the role of youth in advancing global governance.

Drawing on his research experience in United Nations disarmament and security affairs, Dr. Robin Geiss encouraged young scholars to develop a global perspective, pay close attention to the implications of emerging technologies for international security, and contribute to strengthening global governance and multilateral cooperation.

The lecture was moderated by Xiao Qian, Director of the Office of International Affairs of Tsinghua University and Deputy Director of CISS. In her concluding remarks, Xiao Qian emphasized that artificial intelligence is reshaping the geopolitical and international security landscape, bringing about increasingly complex governance challenges. She noted that dialogue, mutual trust-building, and deeper international cooperation are essential for advancing responsible AI governance.

She encouraged young students and scholars to actively participate in multilateral exchanges and discussions in the fields of AI governance and international security, and to contribute their voices to global conversations.
