CISS Launches Shenzhen Office

On December 11, 2020, the unveiling ceremony of the Center for International Security and Strategy (CISS) Shenzhen Office took place at Tsinghua Shenzhen International Graduate School. The event was moderated by ZHANG Chuanjie, Associate Dean of Tsinghua Shenzhen International Graduate School. Mr. CHEN Xiaogong, CISS Academic Member and former Deputy Director of the Office of the Foreign Affairs Commission of the CPC Central Committee, delivered a speech on behalf of CISS.

CHEN Xiaogong said in his speech that  CISS Shenzhen office aims to serve as a harbor to bring CISS’s intellectual resources to Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area. At the same time, CISS Shenzhen Office is expected to leverage the city’s strengths in science and technology, industry and trade to foster interdisciplinary research and cooperation.

On the same day, a seminar themed “U.S.-China Relations after the Election” was held by CISS together with China Forum and Shenzhen Foundation for International Exchange and Cooperation. Moderated by CISS Secretary General CHEN Qi, the event gathered a raft of academics including Secretary General of China Forum ZHANG Lirong, CISS Academic Members CHEN Xiaogong and YAO Yunzhu, and CISS Fellows FAN Jishe, ZHOU Bo and LI Li, as well as representatives from 13 enterprises in Shenzhen. The panel engaged in an in-depth look at topical issues regarding U.S.-China relations. Among the participants were also CAI Ying and SUN Huaizhong, Director and Deputy Director of the Foreign Affairs Office of the CPC Shenzhen Municipal Committee.

Participants agreed that the ongoing tensions between the U.S. and China were caused by the current dynamics between the two countries, which will be difficult to reverse and eliminate in the foreseeable future. However, both sides still need to seek active cooperation in areas such as climate change and pandemic response. Chinese enterprises, in particular, should focus on domestic market cultivation through proactive strategic adjustments in an unfavorable environment, in order to connect the linkage between the domestic and overseas markets in China’s dual circulation economy.

In the second session, business representatives shared their challenges in the past years brought by tensions between the U.S. and China, and engaged in a heated discussion with the academics on this issue.

Following the seminar, the academics visited BGI, a life science and genomics company, and Hytera, a manufacturer of radio transceivers and radio systems. They learned about stories and innovation achievements of the two companies, especially their contribution to the global fight against COVID-19 and in public security governance. During the discussion, the academics and corporate executives had a thorough exchange of views on challenges faced by business sectors as U.S.-China ties continue to sour.
