U.S. Delegation on Nuclear Security Visits CISS

On October 14, a U.S. delegation on nuclear security visited the Center for International Security and Strategy (CISS), Tsinghua University, for an in-depth discussion with CISS experts on U.S.–China nuclear strategy and broader nuclear issues.

The delegation included Sam Nunn, Co-founder and Co-chair of the Nuclear Threat Initiative (NTI) and former U.S. Senator; James Ellis, former Commander of the U.S. Strategic Command; Madelyn Creedon, former Principal Deputy Administrator of the U.S. National Nuclear Security Administration (NNSA) and current Chair of the Congressional Commission on the Strategic Posture of the United States; Mark Melamed, Vice President of NTI’s Global Nuclear Policy Program and former Deputy Director of the Office of Multilateral and Nuclear Affairs at the U.S. Department of State; Paul Dean, Vice President of NTI’s Global Nuclear Policy Program and former Acting Assistant Secretary in the Bureau of Arms Control, Deterrence, and Stability at the U.S. Department of State; Latoya Jackson, Officer with NTI’s Global Nuclear Policy Program; Frank O’Donnell, Senior Research Adviser at the Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament (APLN); and Fang Liu, Policy Fellow at APLN.

From the Chinese side, participants included Chen Qi, Professor at the Department of International Relations, Tsinghua University, and Deputy Director of CISS; Wu Riqiang and Li Bin, Professors at the Department of International Relations, Tsinghua University; Li Li, Research Fellow at CISS; Qi Haotian, Associate Professor with tenure at the School of International Studies and Deputy Director of the Center for International Security and Peace Studies, Peking University; Zhou Bo, Senior Fellow at China Forum; Song Bo, Assistant Research Fellow at CISS; and Niu Qiyang, Doctoral Research Fellow at CISS.

The two sides exchanged views on strategic stability, nuclear risk reduction, and the future of global nuclear governance, contributing to enhanced mutual understanding and dialogue on nuclear security between China and the United States.
