On September 14, the Center for International Security and Strategy (CISS) of Tsinghua University held the 45th Security and Strategy Seminar titled “The Ukraine Crisis: Outlook and Impacts,” convening a dozen of experts and scholars from Tsinghua University, the Institute of International Studies of Fudan University, the Institute of Russian, Eastern European and Central Asian Studies of the Chinese Academy of Social Sciences, Renmin University of China, the China Institute of International Studies, the Shanghai Academy of Global Governance and Area Studies, and the Shanghai Institutes for International Studies, among other institutions.
At the meeting, which was moderated by CISS Director Da Wei, panelists discussed the developments and prospects of the Ukraine crisis in the short and medium term, as well as the strategic goals and policy tools of Russia, the US and the EU to deal with the crisis. It was pointed out that Ukraine has made significant progress in its counter-offensive on the northern front, which revealed the weaknesses of the Russian military, but the tide has not turned fundamentally. In general, the situation in the short term is entering a phase of stalemate and attrition. The discussants looked into the implications of energy, food, inflation and mobilization issues on the conflict as winter approaches, and explored how things on the ground could potentially move ahead.
