Rachel Ann Hulvey research focuses on China’s influence on international order with an empirical focus on cyberspace. She uses mixed methods reach and has conducted fieldwork in China, the United Nations, and International Telecommunication Union for her book project. In 2024, she earned her Ph.D. in Political Science from the University of Pennsylvania. She also holds a Bachelor of Science from the University of Virginia and a Master’s degree from Columbia University. Beginning in the fall of 2025, she will be an Assistant Professor at Indiana University’s Hamilton Lugar School of Global and International Studies. She has held fellowships at Harvard's Carr Center (2021-2022), Schmidt Futures International Strategy Forum (2022-2023), and the Hans J. Morgenthau Program at the Notre Dame International Security Center (2024-2025). During the 2024-2025 academic year, she is a postdoctoral fellow at the Columbia-Harvard China and the World Program and the Harvard Belfer Center for Science and International Affairs International Security Program.
