At the invitation of the International Committee of the Red Cross (ICRC), Senior Colonel Zhou Bo (ret.), a senior fellow at Tsinghua University’s Center for International Security and Strategy and a China Forum expert, spoke on the latest international situation and China’s positions at the ICRC Asia-Pacific Heads of Delegation meeting in Bangkok, Thailand, on May 10.
The meeting, moderated by Ms. Christine Cipolla, the organization’s regional director for Asia and the Pacific, convened the heads of 18 delegations in the region to discuss challenges related to ICRC strategies and operations.
Joining the meeting online, Col. Zhou explained his analysis and China’s positions on the Russia-Ukraine conflict, Afghanistan, the US Indo-Pacific strategy, China-India relations, China and ASEAN, and the overall landscape across the Asia-Pacific region.
Based on the Geneva Conventions of 1949 and their Additional Protocols, the ICRC is committed to providing protection and assistance to victims of armed conflict and other situations of violence. While acting in response to emergencies, the organization works to improve compliance with international humanitarian law and its enforcement at the domestic level. Based in Beijing, the ICRC Regional Delegation for East Asia covers China, DPRK, ROK and Mongolia.
