On December 31, 2024, Ms.Xiao Qian, deputy director of the Center for International Security and Strategy (CISS), Tsinghua University, was asked to write an article in China Daily analyzing the results of the recently released Reagan Defense Survey. The article pointed out that in 2018, the US government positioned China as a "strategic competitor" and repeatedly stressed the "existential threat", which led to the serious bias of the American people's perception of China. Chen Qi, deputy director of the Center for International Security and Strategy and a professor of international relations at Tsinghua University, wrote ina short commentary in China Daily that the attempted assassination was a reaction to increasing political polarization in the United States and public dissatisfaction with the electoral status quo of the two parties. In the short term, the incident will increase the possibility of Trump's victory, exacerbate the governance problems and social tears of the Biden administration, and damage the political image of the United States and confidence in political stability.

The Senate then overwhelmingly passed the measure in a 79-18 vote three days later, and President Joe Biden subsequently signed it into law.
