Artificial intelligence (AI) technologies are currently being widely applied in humanitarian action, offering significant potential to improve efficiency. However, they also bring potential security risks and challenges. Against this backdrop, the Center for International Security and Strategy (CISS) at Tsinghua University, in collaboration with the International Committee of the Red Cross (ICRC), held the Symposium on the Responsible Use of Technology in Humanitarian Action in Beijing from December 4 to 5, 2025.

However, they also bring potential security risks and challenges. Against this backdrop, the Center for International Security and Strategy (CISS) at Tsinghua University, in collaboration with the International Committee of the Red Cross (ICRC), held the Symposium on the Responsible Use of Technology in Humanitarian Action in Beijing from December 4 to 5, 2025. Experts and scholars from UN agencies, international organizations, universities, think tanks, and industry from both China and abroad were invited to participate in discussions, jointly exploring pathways and solutions for the responsible use of technology in humanitarian efforts. This report systematically compiles the discussions, forward-looking insights, and key outcomes from four sub-forums of the symposium—Responsible AI, Tech for Good, AI Safety, and Digital Trust—providing insights for the international community to advance the responsible use of technology in the humanitarian field.
