"THE 66TH SECURITY AND STRATEGY SEMINAR" :SECURITY CHALLENGES AND GOVERNANCE OF GENERATIVE ARTIFICIAL INTELLIGENCE

On the afternoon of May 24, the Center for International Security and Strategy (CISS) at Tsinghua University organized the 65th Security and Strategy Seminar themed “The Future of China-US Tech Relations.” Denis Simon, an expert on Chinese science and technology policy and a professor at the Kenan-Flagler Business School, University of North Carolina at Chapel Hill, was invited to give a keynote speech.

The 50th Security and Strategy Seminar themed “Afghanistan’s Today and Tomorrow.”

Panelists discussed the developments and prospects of the Ukraine crisis in the short and medium term, as well as the strategic goals and policy tools of Russia, the US and the EU to deal with the crisis.

Panelists believe that amid the industrial revolution and societal adjustments triggered by the technological revolution, the EU is bound to launch a new industrial strategy that focuses on green and digital transition with more emphasis on the circular economy and the betterment of human and society.

Panelists suggested that China should build on its existing strengths, continue to open up, ensure the optimal use of the domestic and international markets and resources, strengthen its strategic planning for the peripheral areas, and make careful planning for the layout in supply chains as well as its financial and monetary policies.

Amid rapid changes in the international order, the accelerated rollout of America’s Indo-Pacific strategy is having a significant impact on South Asia, leading to a “rivalry between two main camps” in the region, panelists believe.

The discussion was focused on the role of China’s diplomatic governance system in building a modernized socialist power, the characteristics and takeaways of the diplomatic approaches of other world powers, as well as the diplomatic propositions, solutions and practices that need fine-tuning as China modernizes its diplomatic capabilities.

Amid the impact of the Russia-Ukraine conflict on the international order, Biden’s commitment to the US Indo-Pacific strategy and the launch of the Indo-Pacific Economic Framework for Prosperity, we are seeing increasingly complex dynamics in the great-power strategic competition in the Asia Pacific as well as growing importance and urgency for China to strengthen its strategic planning in the region, panelists believe.

Panelists analyzed the dynamics of global AI competition and militarization, the US competitive AI strategy toward China, and the challenges of AI for international security and governance. In addition, they discussed China’s opportunities and policy responses from the perspective of maintaining international security and opening up a new development landscape.

Amid the US-China relations standing at a crossroads, the ongoing Russia-Ukraine crisis and the rollout of America’s Indo-Pacific strategy, panelists discussed the domestic and diplomatic dynamics of major powers in Northeast Asia, the challenges and opportunities for China in the region, and the advances of the Global Security Initiative and Global Development Initiative.

On May 14, the Center for International Security and Strategy (CISS) of Tsinghua University held the 35th Security and Strategy Seminar titled “US Containment of Foreign Businesses and Industries: Why and How.” The event was moderated by Chen Qi, deputy director of CISS and professor in the Department of International Relations at Tsinghua.

On May 11, the Center for International Security and Strategy (CISS) of Tsinghua University held the 34th Security and Strategy Seminar titled “China-US-Europe Relations amid the Russia-Ukraine Conflict.”

On April 14, 2022, the Center for International Security and Strategy (CISS) of Tsinghua University held its 33rd Security and Strategy Seminar titled “China-Russia Relations amid the Russia-Ukraine Conflict: Assessment and Evaluation.”

On March 27, the Center for International Security and Strategy (CISS) of Tsinghua University held the 32nd Security and Strategy Seminar entitled “The Impact of the Russia-Ukraine Crisis on the Great Power Landscape.”

On March 19, 2022, the fourth International Forum on Security and Strategy was hosted by the Center for International Security and Strategy (CISS) at Tsinghua University in Beijing in both virtual and in-person formats.

On March 15, 2022, the Center for International Security and Strategy (CISS) and the Institute for AI International Governance (I-AIIG), both at Tsinghua University, held the 31st Security and Strategy Seminar entitled “Cyber Warfare in the Russia-Ukraine Conflict: Challenges and Responses.”

On March 5, 2022, the Center for International Security and Strategy (CISS) of Tsinghua University held the 30th Security and Strategy Seminar entitled “Russia-Ukraine Conflict and the Great Power Contest.”

On February 25, 2022, the Center for International Security and Strategy (CISS) of Tsinghua University held the 29th Security and Strategy Seminar themed “Governance of the AI International Security ,” with CISS Deputy Director CHEN Qi as moderator.

On February 23, 2022, the Center for International Security and Strategy (CISS) of Tsinghua University held the 28th Security and Strategy Seminar entitled “China’s Relations with Its Neighbors: Situation and Perspectives,” with CISS Director DA Wei and Fellow AN Gang as moderators of the first and second sessions of the event respectively. The meeting brought together more than 20 participants including CISS academic members, fellows, and invited experts.

On February 16, 2022, the Center for International Security and Strategy (CISS) of Tsinghua University held the 27th Security and Strategy Seminar on the theme of “The Indo-Pacific Strategy of the United States.” The event, moderated by CISS Director DA Wei, focused on Biden administration’s latest Indo-Pacific Strategy and relevant dynamics, featuring experts and scholars from Tsinghua University, Peking University, Fudan University, China Foreign Affairs University, Renmin University of China, Chinese Academy of Social Sciences, Party School of the Central Committee of C.P.C, and Nanjing University.
