…to meet those challenges. That includes modernizing our defense priorities to better deter aggression in the future, rather than continuing to overinvest in legacy systems designed to address threats of the past. We have to be able to innovate, to reimagine our defenses against growing threats in new realms like cyberspace.

Why are you moving more forces here? Why are you continue to do military maneuvers with South Korea?" I said, "Because North Korea is a problem, and we're going to continue to do it so we can control them. We're going to make sure we can control them and make sure they can not hurt us. And so if you want to do something about it, step up and help. If not, it's going to continue."

It’t not so much about punishing China. It’s about making sure China understands they got to play by the rules. It’s a simple proposition. And so that’s one of the reasons why we’re going to rejoin the World Health Organization. We’re going to rejoin on day one as well. And it needs reform, I acknowledge. And rejoin the Paris Climate Accord. And we have to make sure that the rest of the world and we get together and make sure there are certain bright lines the Chinese understand.
