《参考观点》(第19期)| 世界聚焦气候治理 中国展现大国担当

近日,《联合国气候变化框架公约》第二十六次缔约方大会世界领导人峰会召开,中国领导人发表书面致辞。随着气候问题在世界范围内重要性不断凸显,中国在全球气候治理上的表态与举措日益受到国际关注。中方也期待各方强化行动,携手应对气候变化挑战,合力保护人类共同的地球家园。



一、中国坚持绿色发展是对世界的庄严承诺。作为世界上最大的发展中国家,中国智慧和中国方案推动经济社会绿色低碳转型发展不断取得新成效。中国贯彻新发展理念,将应对气候变化摆在国家治理更加突出的位置,不断提高碳排放强度削减幅度,不断强化自主贡献目标,以最大努力提高应对气候变化力度,推动经济社会发展全面绿色转型,以大国担当为全球应对气候变化作出积极贡献。

The continuing growth in renewable energy is set to boost China’s power globally. As the world’s largest producer and exporter of solar panels, wind turbines, and electric vehicles, it is a leading figure in renewable investment abroad. China controls 150,000 renewable energy patents as of 2016, 29% of the global total (the US has around 100,000). 

Beijing recently made strides towards greening its investment portfolio by pledging to stop funding overseas coal power projects in a virtual announcement at the UN General Assembly last month. President Xi’s pledge would cancel plans to build dozens of coal-fired power plants in 20 countries.

China continues to dominate the clean energy industry even within America’s borders: Chinese companies supply 80 percent of the solar panels installed in the United States.  Perhaps most importantly, China holds a monopoly over the value chains of Rare Earth Elements and many critical minerals. The United States is 100% reliant on imports of 14 types of rare earth elements, while the China controls 90% of global REE processing. When it comes to the U.S. – China green rivalry, critical mineral supply chains may be China’s single greatest advantage.

Less than one week before world leaders gather at the COP26 global climate summit in Glasgow, the UK, which is seen as a crucial event to discuss ways to curtail climate change, China issued a white paper on Wednesday to share with the world its dedication and experience in tackling global warming, injecting a strong impetus into the global effort to address the challenge. 

It said that China's target of achieving peak emissions by 2030 and carbon neutrality by 2060 marks the world's highest reduction in carbon emission intensity and the shortest time in achieving the goal of going from carbon peak to carbon neutrality in global history.

While some media reported that China is among the major emitters that have yet to submit a new climate target, Chinese experts refuted such claims, saying that as a responsible major power which carries out climate policies to achieve peak emissions and carbon targets, China will propose its own Nationally Determined Contribution (NDC), including a detailed road map and plans to achieve those targets.

二、发达国家在应对气候问题上应承担更多责任。各方应该重信守诺,制定切实可行的目标和愿景,并根据国情尽己所能,推动应对气候变化举措落地实施。发达国家不仅自己要做得更多,还要为发展中国家做得更好提供支持。

COP26 is the 26th “Conference of Parties” in the field of climate change since 1995. It brings together governments and invited guests to discuss and review how climate change is managed and how effective the implemented measures are. Several Western countries show what they have achieved for themselves without showing how they achieved it. In fact, they continue to consume more. What they have learned is to have the heavy lifting of production and waste processing done elsewhere.

All eyes are on China without recognizing the improvements China has already implemented, without support for its plans for the future. When the world called on China in the 1990s to do its manufacturing, China stepped up. Now the world calls on China to contribute to fight the climate crisis, and China is stepping up. It would be great if the world would step up with China and accept that we are all in this together, especially the customers of China's production.

China's top climate negotiator said on Tuesday a broad deal on carbon markets was possible at the U.N. COP26 climate talks despite the tensions between Beijing and Washington. Some delegates say the U.S.-China relationship is crucial for meaningful progress on global climate action at the summit. It is the first global gathering of leaders to discuss climate change since former President Donald Trump, who antagonised China and quit the 2015 Paris Agreement the meeting is expected to build on, left office.

“China-U.S. joint efforts resulted in the Paris Agreement ... it was hard-fought, you can't just give up, but the U.S. gave up,” Chinese climate negotiator Xie Zhenhua told reporters at the Glasgow talks. “Five years were wasted, but now we need to work harder and catch up.”

Xie said he expected countries to reach a deal in Glasgow to agree on the rules around carbon market that fall under Article 6 of the Paris Agreement. That goal that has eluded negotiators since 2015, holding up the establishment of a global carbon market that could yield huge investments in projects to combat climate change.

Vulnerable countries at COP26 say rich nations are pushing back against their attempts to secure compensation for the damage caused by climate change. Rich nations are said to be resisting any commitments as they do not want to accept liability and risk being sued. Developing countries argue that rich countries are responsible for most of today's climate change impacts because they started emitting carbon much earlier than the rest of the world.

“Loss and damage is still a taboo for developed countries,” said Alpha Oumar Kaloga, one of the lead negotiators of the Africa Group, who also represents Guinea in the Least Developed Countries bloc (LDC). The majority of the 46 countries in the LDC bloc are in Africa. “During negotiations, we have been repeatedly arguing that loss and damage needs to be mentioned in a separate column in the climate finance reporting papers of developed countries, because such losses and damages are happening all over the world,” Mr Kaloga said.

The resistance from rich countries behind closed doors is particularly frustrating when they are at the same time "talking about transparency in this whole process."

三、“空口号”并不能为全球治理做出贡献,应对气候变化履约是关键。面对全球气候治理前所未有的困难,国际社会要以前所未有的雄心和行动,积极应对气候变化。

Tackling global climate change needs more than “empty slogans” and big entourages, China's senior envoy to the United Nations Zhang Jun said on Wednesday, amid criticism of Chinese President Xi Jinping's failure to attend climate talks in Glasgow.

“Responding to climate change requires unbending determination and sustained action, not empty slogans, unchanging policies, luxury motorcades and crowded entourages, or even irresponsibly letting people get infected!” wrote Zhang, China's Permanent Representative to the United Nations.

But Zhang wrote on Twitter that China had announced new action plans and policy targets ahead of COP26, and had a delegation on the ground. “The U.S. government must earnestly meet its responsibilities and come up with specific emission reduction measures, and not try to divert attention and blame others,” he said.

四、中国愿与国际社会携手应对气候挑战。《联合国气候变化框架公约》及其《巴黎协定》,是国际社会合作应对气候变化的基本法律遵循。各方应该在已有共识基础上,增强互信,加强合作。

The 26th session of the Conference of the Parties (COP26) to the UN Framework Convention on Climate Change (UNFCCC) is held in Glasgow, the UK, from October 31 to November 12. The UK hosts the World Leaders Summit on November 1 and 2. President Xi delivered a written statement at the summit.

In this statement, he offered China's solution to major tasks of our times including how to address climate change and revitalize the world economy. He put forward three propositions, namely, upholding multilateral consensus, focusing on concrete actions, and accelerating the green transition. He stressed that China, guided by the vision of a community of life for man and Nature, is committed to a green and low-carbon development path that gives priority to ecological conservation. The “1+N” policy framework has identified the timetable, roadmap and blueprint for China's carbon peaking and carbon neutrality.

President Xi’s statement demonstrates China's sense of responsibility as a major country in actively addressing climate change and leading global climate governance. It has been highly acclaimed by the international community. Just as President Xi emphasized, “successful governance relies on solid action”. China stands ready to work hand in hand with the international community to tackle the climate challenge, protect the planet we all call home and foster a community of life for man and Nature.
