To a great extent, it is attributable to some American politicians and their hostile rhetoric. They criticize China, blame China, and even make scathing attacks on China. Some of them have simply gone against conscience.

甩锅除了可以用shirk responsibility, shifting the blame(推卸责任)或make sb a scapegoat(使某人成为替罪羊)，还有一种更地道的表达方式是pass the buck。
