Youth as Bridges, Dialogue as Paths: Track II Diplomacy and New Practices for Global Security in an Era of Change
当今世界正经历百年未有之大变局，国际战略安全格局深刻调整，全球治理体系加速变革。二轨外交作为非官方、学术性、灵活高效的重要沟通渠道，在弥合分歧、增信释疑、促进国际对话方面发挥着不可替代的作用。习近平总书记指出，青年是国家的未来，也是世界的未来，新时代中国青年要勇于担当时代使命，在国际舞台上展现中国青年的风采与力量。
作为由清华大学研究生会搭建的全英文朋辈跨文化交流平台，iTalk 旨在鼓励清华学生表达观点、传递故事、分享经验。“战略青年说”是战略青年打造的知识交流、学术研讨平台，鼓励术业有专攻的战略青年积极参与，分享真知灼见。本期 iTalk与战略青年特别策划 “青年与二轨外交”专场，聚焦以青年为桥・以对话为径——变局中的二轨外交与全球安全新实践主题，邀请深耕国际战略安全、二轨外交与青年公共外交的一线实践者，分享转折时代全球安全格局、二轨外交运行逻辑与青年参与路径，助力清华学子拓展国际视野、提升战略思维与跨文化交流能力，以青年力量参与全球治理、助力国际对话，为推动构建人类命运共同体贡献青春智慧。
The world is undergoing profound changes unseen in a century, with the global security landscape and governance systems transforming rapidly. As a flexible, unofficial channel, Track II Diplomacy is vital for bridging differences and fostering dialogue. General Secretary Xi Jinping has noted that "youth are the future of the country and the world," calling on Chinese youth to shoulder their mission and contribute their strength on the international stage.
Co-organized by iTalk and CISS Youth, this special session, "Youth and Track II Diplomacy," explores the theme "Youth as the Bridge, Dialogue as the Path." By inviting frontline practitioners to discuss global security and the logic of diplomacy, we aim to empower students to participate in global governance and contribute youthful wisdom to building a community with a shared future for mankind.

黄瑛现任清华大学战略与安全研究中心博士生研究员、国际关系学系博士生，曾任战略青年前任秘书长。
她牵头推动多项涉外青年交流项目，包括与美中教育基金会（USCET）合作 Z 世代美中青年对话、第六届战略与安全国际论坛青年领袖工作坊等；同时作为“中美新声”联合创始人、第二届清华全球青年对话（TGYD）联席主席，长期深耕二轨外交、青年公共外交与国际战略安全领域，拥有丰富的国际论坛组织、跨国智库对话与青年交流一线实践经验。
Huang Ying is a Predoctoral Fellow at the Center for International Security and Strategy (CISS), Tsinghua University, and a PhD candidate in the Department of International Relations. She once served as the former Secretary-General of Strategic Youth.
She has led and promoted a number of international youth exchange programs, including the Generation Z U.S.-China Youth Dialogue in cooperation with USCET and the Youth Leadership Workshop of the 6th International Forum on Strategy and Security. As co-founder of China–U.S. Youth Voices and Co-Chair of the 2nd Tsinghua Global Youth Dialogue, she has long been engaged in the fields of Track II diplomacy, youth public diplomacy, and international strategic security, with rich practical experience in organizing international forums, cross-border think tank dialogues, and global youth exchanges.

战略青年是面向国际问题研究领域青年学生和青年从业者的研究型交流组织，在清华大学战略与安全研究中心（CISS）指导下运行，由青年自主组织，通过讲座、研讨会、圆桌及年度大型论坛等多种形式，培养有战略眼光、有国际视野，能够活跃在国际舞台上的青年学生和学者，推荐并资助其中的优秀人员去国际论坛学习、观摩和发言，讲好中国故事、发出中国声音。
“观时达言，远略有声”。《战略青年说》是战略青年为青年打造的知识交流、学术研讨平台，鼓励术业有专攻的战略青年积极参与，分享真知灼见，在战略青年之间进行观点的讨论碰撞，激发学术热忱与灵感，促进知识探索与新成果的形成。
