The Second Session of “China-US AI Security Dialogue” Held in Munich

On February 14, 2020, the CISS and the Brookings Institution jointly held the AI and Security Dialogue in Munich. The teams of China and US scholars were led by Fu Ying, Chair of the CISS and John Allen, President of the Brookings Institution, respectively. Some Chinese scholars attended the session via video.

The first session of “China-US AI Security Dialogue” was held in October, 2019 in Beijing, during which Chinese and US scholars probed into several issues in different groups. Before the second session started, attendees from the two sides exchanged their research results in the first phase, and further elaborated and discussed such findings. Following that, scholars had heated discussions on a set of issues, including delimitation of restricted zones of AI weapons, application of proportionality and human supervision in AI security, limitation of data in AI training, establishment of AI norms and risk control.

During the discussion, scholars from the two countries agreed that countries around the world should pay close attention to possible risks posed by wide applications of AI to national and international security. They believed that efforts should be made to ensure human supervision over AI-empowered weapons, guarantee human participation in AI decision-making, and set up corresponding international rules to place restrictions. Moreover, most scholars held that China and US, which have witnessed the most rapid development of AI technology, ought to work together to reduce potential risks of AI to international security. Finally, scholars also had a thorough discussion on how to strengthen mutual understanding and trust between the two countries, so as to build consensus and boost cooperation.
