CISS Deputy Director Chen Qi and His Delegation Visit Think Tanks in Washington and New York

From July 20 to 28, Professor Chen Qi, Deputy Director of the Center for International Security and Strategy (CISS) of Tsinghua University, and Zhang Jian, Deputy Dean of the Tsinghua University Institute of Climate Change and Sustainable Development, visited several well-known think tanks in Washington and New York for academic exchanges. More than ten panel discussions were held with U.S. experts and scholars on topics such as political interactions, economic and trade frictions, technology export controls, strategic stability in China-U.S. relations, and the impacts of climate change and the Ukraine crisis. Research Programs Director Luan Wentao and Administrative Director Ming Huiyu from the Center for US-China Relations of the School of Social Sciences of Tsinghua University, and Liu Kexin, Master Candidate of the School of Public Policy & Management, Tsinghua University, were among the participants.

On the morning of July 20, Professor Chen Qi and the delegation visited the Woodrow Wilson International Center for Scholars in Washington and had talks with Robert Daly, Director of the Kissinger Institute on China and the United States, where they analyzed the historical evolution of China-U.S. relations and the current challenges and discussed the importance as well as the policy options of enhancing communication and understanding between the two sides.

On the afternoon of July 20, the delegation visited the US-China Education Trust and the Carnegie Endowment for International Peace. Professor Chen Qi and Deputy Dean Zhang Jian exchanged views with Ambassador Julia Chang Bloch, Founder of the US-China Education Trust, Madelyn Ross, President of the US-China Education Trust, and Robert Sutter, Professor at the Elliott School of International Affairs at George Washington University. The two sides shared their experiences on humanistic exchanges between China and the U.S. and looked ahead to the impact of the U.S. presidential election on China-U.S. relations.

At the Carnegie Endowment for International Peace, the delegation discussed with Yukon Huang, Senior Fellow of the Asia Program, the structural changes in the economic relations, clean energy cooperation, and climate change governance between China, the United States, and Europe.

On the morning of July 21, Professor Chen Qi and the delegation met with Craig Allen, President of the US-China Business Council, and Vice President Kyle Sullivan. They had an in-depth dialogue on the current challenges and prospects for cooperation in China-U.S. economic and trade relations. Then, the delegation visited the Stimson Center and had a discussion with Sun Yun, Director of the China Program, on the significance of the recent series of visits to China by senior U.S. officials and the political dynamics within the United States.

On the morning of July 24, the delegation visited the Atlantic Council and exchanged views on the security situation in East Asia, the Ukraine crisis, food security, climate change, and counter-terrorism governance with Franklin D. Kramer, former Assistant Secretary of Defense for International Security Affairs, Dave Shullman, Director of the Global China Hub, and Michael Turner, former Press Secretary of U.S. Embassy in China. Matt Geraci, Assistant Director of the Global China Hub of the Atlantic Council, and Fellows David Hathaway, Joseph Webster, and Pepe Zhang were among the participants.

On the afternoon of July 24, the delegation met with Bonnie Glaser, Executive Director of the Indo-Pacific Program of the German Marshall Fund of the United States. Glaser shared her observations and views on the trend of China-U.S. relations and the leadership election in the Taiwan region.

The delegation then visited Ryan Hass, the incoming director of the John L. Thornton China Center at the Brookings Institution, and exchanged views on the stabilization of China-U.S. relations and the agenda of the APEC Summit to be held in San Francisco in November.

On the morning of July 25, Professor Chen Qi and his delegation visited the Washington office of the RAND Corporation and had a discussion with Rafiq Dossani, Director of the RAND Center for Asia Pacific Policy (CAPP), Jennifer Huang Bouey, the Tang Chair in China Policy Studies, and Howard J. Shatz, Senior Economist, on the challenges and opportunities of the China-U.S. relations, bilateral military relations, U.S. Indo-Pacific policy, and climate change. At the meeting, the two sides reached a consensus on strengthening research cooperation in the future.

On July 27, the delegation arrived in New York and visited the Asia Society headquarters in the afternoon to meet with Daniel Russel, former Assistant Secretary of State for East Asian Affairs, on topics such as recent trends of interaction and challenges in China-U.S. relations. After that, the delegation discussed academic collaboration between the two institutions with Qian Jing, co-founder of the Center for China Analysis (CCA) of the Asia Society Policy Institute.

Then, the delegation visited the United Nations Headquarters and discussed with Wang Ling and Gu Benda, officials of the Department of Economic and Social Affairs, the progress of the implementation of the global Sustainable Development Goals (SDGs) and the roles of the Group of 77 (G77) and the Global South in promoting multilateralism to maintain international peace and security and common development.

On the afternoon of July 28, Professor Chen Qi and the delegation met with Bonny Lin, Director of the China Power Project of the Center for Strategic and International Studies (CSIS), and discussed subjects on the U.S. strategic perceptions of China, the situation in the Taiwan Strait, bilateral military relations, and climate cooperation.

The academic visit was an intensive offline exchange between CISS and well-known think tanks in the United States in the aftermath of the pandemic. Professor Chen Qi and his delegation had constructive conversations with American counterparts through first-hand field interviews and gained a deeper understanding of the opportunities and challenges in building stable, predictable, and constructive China-U.S. relations.
